The Centre for Crime Prevention and Safety (CCV) is an independent Dutch foundation focused on improving public and business safety. It develops and manages practical tools, certification schemes, and prevention methods to help organizations reduce risks and prevent crime. Working closely with government bodies, businesses, and trade associations, the CCV bridges the gap between policy and practical security.
Its mission extends from physical to digital security, supporting both large organizations and SMEs.
What does the CCV do?
The CCV is responsible for a range of well-known safety frameworks and quality marks, including:
- Safe Living Housing Certification (PKVW)
- Safe Business Certification (KVO)
- Improved Risk Classification (VRKI)
- BORG burglary prevention certification
- CYRA – Cyber Rating framework for cybersecurity maturity
The CCV also provides training, e-learning, and toolkits to support professionals in areas such as organized crime prevention, digital safety, and risk governance.
CYRA: structured cybersecurity improvement
Since January 2025, the CCV officially manages CYRA, a national maturity and certification model for information security. CYRA enables organizations to assess, improve, and demonstrate their cybersecurity level using a clear, scalable method aligned with standards like the NIS2 directive.
The model supports growth from entry-level to advanced stages, offering both self-assessment and optional third-party certification.
